Four indicted in Portland child porn video case

Four men were indicted by a grand jury following an investigation into the production and distribution of a graphic child pornography video in Portland.

A Multnomah County grand jury recently indicted Terry T. Scott, Nicholas K. Clisby and two others on multiple charges of felony sex crimes, police said. Court records show a warrant was issued for their arrests. They were arrested Thursday after a tip to police from a KOIN 6 News viewer following this report.

Scott and Clisby are accused of helping DeShawn C. Rogers and Cedrell L. Washington make an illegal video of two girls under the age of 16, Detective Tommy Walker said.

Walker, an officer with the Gresham Police Department assigned to the county’s Child Abuse Team, is the lead investigator on the case involving the four men.

The investigation started May 21 when a teacher at Centennial Middle School viewed the pornographic video on a student’s Facebook page, Walker said.

“She recognized one of the individuals on that video,” Walker said.

The teacher immediately alerted school and district officials who contacted police.

A day later, Walker was assigned to the case.

Officials said the video was produced by Rogers at a residence in Southeast Portland near SE 92nd Avenue and SE Crystal Springs Boulevard.

Walker said once Rogers posted the video to his account, it spread to other pages and profiles.

“It just took off,” Walker said.

Officers were able to identify the two girls shown in the video.

Because of the on-going nature of the investigation, detectives cannot release specific information about the roles of the other three suspects.

Walker said social media is playing a bigger role in many of the Child Abuse Team’s cases.

“In this day and age, I can’t think of an investigation that doesn’t involve some sort of social media,” Walker said.

Police seized the video with the assistance of the Oregon Department of Justice. It has been placed into evidence.

Facebook and YouTube, the two sites that hosted the video, have since removed the content after it was flagged by investigators.

All four men have been indicted by a grand jury on various charges that include endangering the welfare of a minor, rape, sexual abuse, using a child in a display of sexual conduct and sodomy.

Rogers and Washington were arraigned on the grand jury indictment Wednesday morning.

A court appointed defense attorney entered a not guilty plea for each of them. Their next court date is scheduled for July 17.

Meanwhile an arrest warrant has gone out for Clisby and Scott.

Walker said the men have ties to North Portland, but could be anywhere.

“These are really bad guys,” Walker said.

Detectives believe that there could be additional victims in this case, Sgt. Pete Simpson said.

The Portland Police Bureau’s Gang Enforcement Team helped with the investigation, Simpson said.
